FREQUENTLY ASKED QUESTIONS REGARDING THE LEONA VALLEY COMMUNITY STANDARDS DISTRICT UPDATE: DOCUMENT Meeting details ord_leona-community-meet-20100927.pdf LA County Planners to Present CSD Update The County of Los Angeles Planning Department will be holding a Town Hall-style meeting on the proposed revamp of the Leona Valley Community Standards District (CSD) at the Community Building, on Monday, Sept. 27, starting at 7 p.m. The proposal has been revised based on feedback from the first community meeting in 2008. Department members will be presenting a fourth draft of the Leona Valley Community Standards District (CSD) Update. The original revised CSD papers were voted on and approved by local residents three years ago. Since that time there have been numerous revisions by county planners followed by meetings between the local CSD Committee and the planners to go over those changes.
At the meeting, County staff will explain the proposal, answer questions and hear comments from the public. This input, as well as written comments received, will help determine the next steps, whether to move forward towards legal adoption, which would include hearings before the Regional Planning Commission and the Board of Supervisors. Community Standards District Project In November 2006, Leona Valley voters by survey, overwhelmingly requested the Town Council update the Leona Valley Community Standards. Bill Elliott (chair) and the CSD Committee, began creating a draft of the Standards in early 2007. The committee is comprised of a variety of residents from different sections of Leona Valley and include: Alice Benoit, Karen Bryan, Guyla Clayton, Mary Ann Floyd, Karl Pearcy and Jan Powell. The goal of the committee is to preserve the character of Leona Valley. County of Los Angeles Department of Regional Planning Presents The Revised Draft of the Leona Valley CSD The residents of Leona Valley approved the Leona Valley Town Council Draft Update of the Community Standards District in February 2008 by 89.55%. The County of Los Angeles has modified this draft to conform to County, State and Federal requirements while still keeping the spirit and intent of the community approved document. Numerous Los Angeles County Planning Department sections have been participating in the Leona Valley CSD revision process. Now, the County of Los Angeles will be revising their draft based upon the wishes of the community and input of varoius departments. Issues brought up at the recent community meeting included grading restrictions, compaction restrictions, lot width, significant ridgelines and temporary signs. It is anticipated the County Planning Department will complete modifications related to these issues. The CSD Committee welcomes your suggestions to resolve these issues. The original mapped significant ridgelines of Leona Valley were completed in 1989 but were lost by the County of Los Angeles. The CSD Committee received a County Planning Department computer generated significant ridgeline map of Leona Valley, which has been substantially limited by the CSD Committee. A map of nearly all of the major ridgelines has been created by the County. These are not the significant ridgelines of Leona Valley, merely those identified as major. From these ridgelines, the County and the community will chose which are the most significant. A significant ridgeline is defined as one a long, conspicuous, continuous elevated landform that forms a part of the natural backdrop and skyline. Said landform may consist of one or more ridge features each of varying elevations dependent on the characteristics of the ridgeline being evaluated. The County of Los Angeles anticipates a revised version for community review to be completed by February 2009. Lighting Issue By approval of the voters of Leona Valley, the community authorized the change from Lighting Zone 2 to Lighting Zone 1, which is an intrinsically dark environment. Effective October 2, 2008, the State of California Department of Energy modified the lighting zone in Leona Valley to reflect the wishes of the residents. Leona Valley is the first and only community in the State of California to obtain Lighting Zone 1. |
