Dear Mr. Elliott,

As you are the new president of the Leona Valley Town Council, I am forwarding you the 4th quarter project update for the Tehahcapi Renewable Transmission project to share with your council members. I will try to provide these to you regularly throughout the next 12 months as we begin construction on the next phase of the project, in particular Segment 5 which traverses Elizabeth Lake Road in the eastern part of the valley. Segment 5 entails removing two existing 220 kV lines and replacing them with a single 500 kV line in the existing right of way.

I am available to answer any questions or concerns you might have regarding construction, and I am available to brief the council at your invitation. I remain in close communication, as well, with LA County via Norm Hickling about all project related activities.

Feel free to call me or email at any time.

Regards,

Cathy Hart

New Edison Power Lines

Segments 4-11 of the Edison TRTP Project have been approved. Acton Town Council, Chino Hills, Californian's for Renewable Energy and Antelope Valley East Kern Water Agency have applied for rehearings. The United States Forest Service has not issued its decision. In advance of the USFS decision, Southern California Edison is beginning pre-construction right here in Leona Valley and the surrounding area. The following is a letter from S.C.E. to the Town Council:

Dear Leona Valley Town Council Members,

SCE is continuing planning efforts for the construction of the Tehachapi Renewable Transmission Project, Segments 4-11 which was approved by the California Public Utilities Commission in December 2009. We would like to keep the town council updated regarding construction activities.

Here's what will be happening in the upcoming weeks:

Beginning the week of March 22, 2010, SCE will be conducting contractor tours (for prospective contractors bidding on the project work.)  The tours will be along the line route and on the transmission right of way. SCE will also be doing aerial photography along the line route.  Participants will travel on the Right of Way or authorized roads for the tour, stopping at various locations to discuss the project and route. Residents may see people on or near the Segment 5 right of way that crosses Elizabeth Lake Rd.

SCE is continuing pre-construction work, including preparation of material storage yards and relocation of 3rd party cellular sites. SCE is continuing right of way planning along certain portions of the Tehachapi Renewable Transmission Project (TRTP) route. Individual property owners and lessees may be contacted about construction needs.

Prior to the start of construction, all property owners will receive notification of approximate start dates.  Notices will also appear in local newspapers.  Advance notice will also be provided to cities and counties in the project area. We will continue to provide updates on TRTP project activities, as the project progresses. This will include property owners along the project route.

In addtion, we will be starting grading next week at the Vincent Substation for the expansion work that is part of Segment 9.

Please feel free to email or call me with any questions you may have at (661) 726-5746. I am also available to brief the town council on a regular basis and would like to know your preference on how frequently - once a quarter perhaps? I am open to your suggestions.

Regards,
